Provided Information - Quality

High level for the maximum of (time related) availability (24 hours on 365 days) and a geographical coverage of highways and national roads and defined urban areas.

Medium level for organisations with performance restrictions in one of the fields mentioned above. Low level for partners with performance restrictions in both categories.

Key Performance Indicators

Connectivity
The connectivity-status is measured by automatic connection between local information system and the pan European server of ERIC, standard is every 5 min. 365 days per year.

Completeness of message
All transmitted messages have to contain information about Where - When - What - Why related to the incident reported. This commitment finally is the minimum basis for an efficient information for drivers.

Codification
To use message files - meanwhile more than 1,2 mio. per year within the ERIC-federation - multilingual and on various different electronical systems all over Europe, the message codification has to follow pan European standards like RDS/TMC or DATEX. Of course location- and event-codification is for this reason an additional obligation. For partner-countries, where no TMC-codification is available till know, ERIC invents a temporary alternative solution with geo- and event-codes, readable by all other partners.

Statistical figures
Every month the development of following statistical basic figures is measured: over all number of messages, spreading to different events, message status, daytime, weekdays, priorities and location. Reason for this activity is to recognize specific divergences in the time line with the focus of early reaction to these divergences.

Time analysis from incident to message
In this case every proofing routine is dependent from samples checks, within an international federation done by local partners because of their experience of the local situation. This experience cannot be centralised without huge investments, which are not available at the moment.

Truthfulness of a message
The same as in point 3.5. is with this KPI-measurement: the truthfulness of a massage-content can only be exactly proofed on a local basis, by for example comparing messages with other local available data sources. If the result is different in a defined number of cases, deeper recherches have to be done, afterwards an analysis for reasons of bad trends have to be started for further solutions.

Benchmark Analysis

The message input of every coop orating country is compared with the main economical basic figures of a country related to traffic, travel and mobility: for example number of inhabitants, number of owners of driving licenses, car population, highway-kilometres, covered kilometres per person, etc. In a second step out of these relation-figures some benchmarks were set in agreement with federation's partners and as well as a bandwidth was created with the goal to bring all cooperating local TICs into the bandwidth or to find reasonable arguments for not joining the benchmark-system. The benchmarksystem itself shows divergences between different countries, different traffic system and different road networks as easy as possible. The main focus must be laid on the analysis and the interpretation of the results.

Service Level Agreement and Consequence - Measurements

The whole system of quality-management, features but also responsibilities and consequences was written down into a so-called "Service - Level - Agreement"; on the whole this agreement is not more but also not less than a confirmation to accept the rules of the quality process and to support it as financial and human capacities are available. But it is also to give possibilities of measurements into the hands of the management of the federation, if one ore more local partner do not keep the rules.

Feed Back Routine and Improvement - Process

Of course the whole process depends on a strict feedback-process towards involved singular service providers and local TICs. Without these feedback-activities no improvement is possible. The second part of this section to be done is a very emotional one: Nobody in this process should be accused to have done failures but every connected organisation should accept the process as a key to improve the services offered.

Actual Situation, First Results

An only 12 month - period is to short to give a final statement about the success or flops of an activity like this. But the first results are showing, that the initiative is on a good way - a few examples: Czech partner within the ERIC-federation improved his capacity especially via weekends according to the necessities of transit-traffic in this central European country, the ratio for completeness of messages increased from 92% to 95%, the time losses decreased for 8% on average and last but not least the connectivity rate climbed from 74% to 87%.
